You can never use the theme deck ones in tournaments unless the cards get reprinted in english featuring the same art as the theme deck versions. So the theme deck versions are nearly useless :/ They're just pretty.

Why would the picture matter? If it has the same text then it would be legal. If the art work is different that doesn't mean it is illegal.

What are the differnces between starter deck ones and SD ones (collectibility pricing and anything else wise)

You can get the starter deck for cheaper than you can aquire the actual set LV.X's for and it is much easier to get both in a starter deck. I have both 1st/ed starter decks and they are not anywhere near as nice as the actual set cards. As for prices I know a certain place that has them for $24.99 each for palkia, dialga and also garchomp and the starter decks are much cheaper than that price.

POP posted in the floor rules that alternate versions with different art are not legal unless it has been printed in English with that art.
 
Because how do you tell it's the same card?
People can't read Japanese to confirm it.

back in the days the levels are always unique

What does that have to do with this. Lv.X's don't have a level. They're Lv.X. They don't have any other level. You can't tell them apart from each other by level.
 
if there is two palkia x with 2 different artwork, but sill they are bascially the same two cards attack-wise.
 
Think of this?

2 Palkia Lv. X Japanese (Same attacks, powers, Different Artworks)
1 Palkia Lv. X English (Translated Attack, Equal Artwork of 1 of the Japanese)

Can't we show that the 2 japanese are equals in attacks, powers and etc and show the translated one? For "Transitive" Property... it should be equal... and we dont need to read japanese to know what do the card...
