You shouldn't use a starter. Just use a secondary attacker.

mantyke, to use his attack get a couple pkmn, t2 evolve retreat for free and attack with prinplup/or whatever

Pachirisu from DP4 or whatever is looking good, as you can fetch 3 basics. Or just use Call Energy from DP4 on your first turn to get more onto the bench.

Don't use a starter, just a secondary attacker. Lucario is my favorit choice for a partner for Empoleon.

Basically, when you attach it to your Pokemon, you have the option of using its effect to search your deck for 2 basics and putting them on the bench (using this effect ends your turn btw).
