    Power Spray Timing and Coin Flips

    Does one declare a target for Pokemon Reversal, Super Scoop Up, Metagross LA's Magnetic Reversal, etc. before the coin flip or after the coin flip? In the case of Metagross LA, should Power Spray be used before or after the coin flip? Or even before I say what it's targeting?
