To add on to Jason's answer for # 3, that's the number of slots to get into Worlds, the number of people competing in the LCQ is going to be much higher
T1 Deck is a top-tier deck, proven to be one of the best(Luxxhomp, Dialgachomp, Sablelock, etc)
The ability to get a T2 80 going consistently is amazing and sometimes decides the game right there. While you can also use Luxray to bright look up their threats on the bench before they have time to set up. Luring Flame is also a great attach to stall with and can be a way out of Gengar's...
Keep in mind trading is also a good way of getting cards you need. Though you're going to still need to put in some money to get yourself started.
Also a lot of the cards needed in decks aren't that expensive. Last I checked:

Dialga G LV. X is 18-24
Uxie Lv. X is 30~...
Seems like it'd be a bit clunky for a Speedgar list. I'd rather do something simpler with the Pokemon line with a thicker trainer/supporter section
