Well, the best big bad fire basic I can think of is Magma's Torkoal. But that probably won't do much late game. If you want to tech against Sceptile EX, next set (correct me if I'm wrong) we get a pretty awesome Heracross and since Sceptile has grass weakness...

Candy is horrible in Kingdra decks actually (unless you use it for a Kingdra AQ, but even then I wouldn't use it in this deck), it would make Kingdra ex's first attack useless. Unless you want to use Reverse Thrust or Retaliate... So yeah, stick with the Wally's in this case.

Yeah, but chances are that by the time you can do that, you'll be facing 2 Blaziken and a Ray active ready to dish out damage. These decks are also really, really fast by the way.
