Its been in the tourney rules updates for some time now. Always a good thing to review penalty guidelines, tourney rules, etc before a big event.

It is a somewhat illogical ruling though. I kept expecting that it just have gotten changed at some point. It's not fair for one player to get a choice after a loss and another player not to get a choice after a loss.
