Stealthy Hood vs Ability Damage Blockers

Does Stealthy Hood prevent abilities that specifically block damage from your pokemon?

For example if you have a GX Pokemon Active with Stealthy Hood attached to it. Opponent has a Keldeo GX Active with Pure Heart ability. Does an attack from your GX do damage to Keldeo GX?

Since it is a direct effect to your Pokémon I would assume ability is removed and attack would do damage.

I understand other cases where it is an effect on other Pokémon such as in bench barrier ability it doesn’t do damage as ability isn’t an effect on active Pokémon. This seems different as that ability does state it effects your GX and EX Pokémon. This would apply to many other similar abilities.

Side question: Sometimes I see quotes of rule change Announcements (mention of TCP) with dates on them in your responses, but I don’t see these in Compendium. Is there a site you can share that has all of these announcements?
 
The effects you are talking about are not done to the attacking Pokémon.
They are shield effects that reside on the defending Pokémon.
Similarly, Stealthy Hood is also a Shield on your Pokémon.

So, imagine two creatures standing in front of each other, each with a shield.
You attack with a sword and they block it with their shield.
Does your shield prevent their shield from working?
No. Because the shield does not reach out and do anything. It shields against things done to you.

Their shield is not doing anything to you.
It is protecting them.

Stealthy Hood does nothing in these types of situations.
