Flygon so far has proven to be one of the strongest decks, Flygon with Hippo has proven to be worse than the items of which I dispose of in our dumpster at work.

Actually, the T Tar player is more likely to roll their eyes, send up Weavile/Rotom, and get more energy. That and your Sand Reset after use allows them to get an energy, meaning they could easily have 5 energy on T Tar next turn.

...yes it is. If your deck is based around powers, and I shut them down, and you have no ways around it, I win. Period.

Its not an amazing starter. Somewhat useful yes, but not amazing, I would sooner use Sableye.
