Most likely: Cardboard dividers that you can use to sort your cards in the box. If there were only three I'd say to sort into Energy, Trainers, and Pokemon but with 5 of them I imagine they are better designed for sorting by deck or another grouping of cards.

It takes a while to get league approval. Start holding league, and let the players know you don't have any league promos yet, but get people coming and into it. Then when you are approved, you'll already have a decent player base, and the ball will be rolling.
