If I have the NDP36 Gliscor (with Bind Eye Poke-Body) on the bench, and the LA5 Gliscor in the active position, does Bind Eye still affect the defending pokemon?

Since it was shown in http://pokegym.net/forums/showthread.php?t=85590 that Dual Splash actually does damage and doesn't place damage, if I used Buck's Training and Dual Splash, would Empoleon do 40 damage to the active pokemon, and 30 to a benched pokemon?

Is Empoleon's Dual Splash attack affected by Leaf Guard? I am under the impression that Dual Splash places damage counters, which would not be affected by Leaf Guard. I would of course apply the resistance of Leafeon, but Leaf Guards affect of minue 20 damage by the next attach would not...
