The thing is Breon, I have seen the sleeves used either way, with the frills on the front or the back of the card. One way they are legal and one way they are not? I say either way is wrong, especially if their opp is not paying attention to how the marks are orientated.

Is the frilly pattern a Pokemon design? No - that is covered in the floor rules regarding designs on sleeves. Not subjective, basic floor rules. All sleeves used must be uniform and meet the rules. Frilly designs do not. Creds - see below....
