Can 'candy evolve a basic pokemon like...say....mudkip to a stage 2 pokemon such as swampert? I need to find this out to stop the arguements at tournies near me where this happens

sorry if this topic has been dicussed already but why is deoxy listed as a non-holo when the one that me and a few other firends have got in their deoxys deck are holo? btw,it isnt deoxys as in #90 something but deoxys as in 16
