Some cards have the attack feint attack such as Murkrow Neo genesis and Absol G SV...and it says the damage is uneffected by pokepowers. If absol g attacks a gengar sf and knocks it out, does the owner of gengar get to flip for feinting spell?

I heard a rumor that there is a new ruling for Gallade. I heard that a player may only flip prizes that are equal to the remaining HP of the pokemon to knock it out. In other words no overkill. If a gallade is active and attacks pikachu, may the gallade player flips all 6 prizes to ko pikachu?
