Fire won't be an archetype of its own. Genesect is good, but not so good that it controls the meta game. Tdk is still going to be good along with darkrai and blastoise. A fire deck will likely get wrecked by all of those.

If Landorus is useless, how does it drop an extremely powerful deck down to a meager tier 2? You answered your own question. Landorus makes Rayeels a much riskier play. It gives Rayeels the bad match up it didn't have before.

It's a great tech choice for decks already running fighting energy. It's a very simple out to the extremely powerful Rayquaza deck. It has long since passed the possibility of being a main attacker, but it certainly is not useless.

I wouldn't write off klingklang. Powerful keldeo swings can be very devastating. Furthermore the kling line is much more easily searched. Heavy ball gets them all. The typing is better as well. There is no fire anywhere. Barely any grass. Fighting via terrakion is also a great asset.
