I got a POP ID from a prerelease I went to many months ago but when I tried to sign up today for my Pokemon account with my ID number, it didn't work. FAQs said that it might be because the TO forgot to enter my info to PUI. Is there anything I can do? Can I sign up for a totally new account?

The card desert ruins mentions about the maximum hp. What exactly is a maximum hp? If the pokemon ex has taken some damage and its hp goes down to less than 100, will it still be affected by desert ruins?
