Here's my opinion. 3/3/3/1 Politoed/Poliwrath, no Rare Candy. I never found that I needed more than that in a deck. Plus, the deck is slow and getting Politoed turn 2 won't help you at all in most cases so Rare Candy wastes space. -2 Fighting -2 Water +3 Holon WP +2 Holon's Electrode/Magneton...

Your list is inconsistant. 4-3-4 Kabutops, 3 or 4 Rare Candy, 2-2 Houndoom. 4 Reversals because you have a LOT of room in this deck and when you lock something active and they can't evolve it you are at an advantage. Get a few Scrambles, as both Kabutops and Houndoom can use them effectively...

Yes, yes it does. All of the decks I mentioned either focus on basic Pokemon or Grass Pokemon, both of which Aggron counters.
