I like this card... A sort of win-win either way depending on how you flip. Can be used to retrieve cards that have been removed by Oak's visit and mars in addition to draw power. Very little drawbacks at all...

It's Good in fast decks that hit opponent's pokemons out T2, so Steven wille tehen Draw max 3 and Cozmo 2-3.
In a fast deck(like T2 tune): 9/10

Sorry Cosmo, sometimes you just don't discover enough cards. It just isn't worth playing because almost every other draw option is a better option. Don't forget, some decks benefit from the discard of TV Reporter!
 
Draws you 2.5 cards on average... better than most in the format, but who want's to flip when you could just get rid of dead weight (TVR) or draw more cards (Steven's) ?

Prof Cosmo's Discovery is an ok alternative for your drawing needs. Basically, you flip a coin; Heads, you draw 3 from the bottom, Tails you draw 2 from the top. Drawing from the bottom of the deck could be potentially beneficial these days, as more and more effects are putting cards on the bottom of the deck, and Cosmo's could be a good way of getting them. If you don't have any of these effects though, of just don't like flipping coins to see how many cards you get, you're probably better off with Steven's Advice or TV Reporter or something along those lines.

Modified - 7/10 (Solid draw card, slightly outclassed by others)
Limited - 10/10 (Doesn't matter where you draw cards here, drawing cards at all is good)
Unlimited - 1/10 (Other better options here imo)
 
I never care what bad things people say about this card, because after running it, it sure showed me that it helps. Of course there will be better options and worse options, but i still say it a nice solid draw card. If your deck doesnt combo with discarding a card i wouldnt count this card out.

Mod. 9/10 (I find it a nice solid draw of 2 or 3.)

Limited. 10/10 (Draw is always nice)

Unlimited 1/10 (I have no reason to give it higher here)
 
I can't think of a deck that can use this, when a different draw supporter would benefit it more. Just like I said about Island Hermit; it's a good card for kids who are new to the game, but shouldn't be in your tournament deck.

Its a good beginners card. All the superior alternatives require more decision making by the player. So for beginners I always start by adding Cosmo to their almost trainerless decks first.
 
It is pretty good. Either 3 or 2 cards, all other 3-card-draws have large disadvantages. Of course, Island Hermit would be better when you flip tails.
