I can see this card being popular in DX-On Modified, in a deck like ludicargo. Now, decks set up differently, using Trainers and Supporters to get basics out instead of set-up attacks. The metagame may swing back in that direction at a later time, but until then, this card's artwork is the best thing going for it.
 
Today's CotD is Lapras from ND...well maybe in another time and another format it would've been cool. Statwise 100 HP is great for a Basic, x2 Weakness to :lightning: is horrible, no Resistance is common, and :colorless::colorless: to Retreat is a bit pricey. Call For Family isn't that bad technically for :water: and being able to grab and bench 2 Basics from your deck, but considering Collector pretty much monopolizes that sector atm, it's unneeded; like Shadowcard said, maybe if it were more like DX-On when starter Pokemon were all the rage...but eh, even then its :colorless::colorless: Retreat Cost would've weighed down its usefulness since it can't Retreat as easily after doing its thing, though the big HP for survivability would've been a decent counterpoint. Reckless Charge is meh, :colorless::colorless: for 40 isn't bad, but the 20 self-inflicted damage is.

Modified - 1/10 - No point in using it with Collector around, even if your excuse is you have no Collector, the only response you'd get would be to get some, as starter Pokemon haven't been en vogue for a while now

Limited - 8/10 - Great for :water: decks in setting up while dishing out a bit of damage, shame Call For Family doesn't use :colorless: or it'd be a nice splashable starter in any deck (yes starter Pokemon are more than welcomed here still)

Unlimited - 1/10 - No use here, starter Pokemon not being needed and it offering nothing beyond that role
