The prevalence of bench-sitters at the moment (here's looking at you, Deoxys EX) makes the notion of such a strong spread attack seem appealing, especially with Dusknoir to redistribute damage. Furthermore, Seismic Punch can take any kind of energy, so this can fit into non-dedicated decks...
...not that any want it.
Stage 2s are slow, DCE is valuable, and 30 damage is simply too little to put down at once in a metagame dominated by 180HP basics. 140 HP puts you in easy KO range of Plasmabox, and it's simply too difficult to keep setting up stage 2s once one has fallen.

In a metagame that includes spreaders like Registeel EX, Kyurem PLF, and Kindra PLF (which is similat to Seismitoad but better), there is simply no value to this card.
 
My friend is using this guy in his deck! This card is awesome. For one DCE you can set up the first attack to start spreading tons of damage on your opponents pokemon. With the use of Mr.Mime you can save yourself from attacking yourself, and with Shedinja you have a pokemon to switch with when you attack for 80. Heavy ball searchable, plasma ball searchable. Great weakness, and fairly good HP for a stage 2.

8/10 in the current meta (only because my friend is running it and it works).
9/10 for artwork.

Mr Mime/Seismitoad is a really fun and surprisingly effective deck. Mime not only prevents Seisitoad from hitting your bench, but it also blocks your opponents snipe attacks.

As for the card itself, it's about average. Hitting everything for a DCE is nice, but since you hit everything, you could set your own pokemon up to be KOed or worse, give your opponent some free prizes. Fortunately, there are ways around that (Mr Mime though an opposing Mime could also shut down this strategy). The second attack is also not bad. Damage output is weak, but it gets the job done after a few Seismic Punches and the switching can deny an opponent that crucial prize. Definitely a good card and while not top tier, I wouldn't be surprised if this wins a battle roads or two.
