I was playing at league today and my friend had a similar list running, and I played with it a couple times, kind of an interesting deck idea, but not sure it does enough damage for competitive play. Anyways I did some modifications to his list and came up with my own, looking for any input and ideas for the list :3

4 Shelmet NV-11
4 Accelgor DE-11
3 Sunkern HS-85
3 Sunflora HS-31
3 Oddish UD-60
1 Gloom UD-27
2 Vileplume UD-24
1 Cleffa CL-24

4 Pokemon Collector
4 Twins
4 N
3 Professor Oak's New Theory
1 Professor Elm's Training Method
3 Level Ball
1 Flower Shop Lady
1 Cilan
3 Rare Candy
3 Interviewer's Questions

4 Double Colorless Energy
8 Grass Energy

Main strategy is to set up Sunflora and Vileplume, getting out Accelgor after Accelgor to paralyze lock them.

You definitely want to run sage's in this deck, so maybe this as an option?

-1 N
-1 Professor Elms
-1 Cilan
-1 Interviewers

+4 Sage

It allows you to get any 2 cards out of the five you look at, making it more likely to get the cards you need!

Also consider finding a damage modifier and a damage sponge.

A damage modifier like Kingdra UL or Chandelure NVI allows you to get knock outs while retaining the lock easier, and to pick off Pokemon like Tynamo/Cleffa/Celebi who have bad math for Deck and Cover.

A damage sponge like Darkrai ex or Tornadus exs allows you to promote something during turns there is nothing you can do to avoid missing the paralock, and likely not get knocked out in one shot, allowing you to return to the paralock without giving up an easy prize.

If you try and keep the same version, consider running a Scyther with After Image Strike. This wll allow you to hit some damage numbers you would otherwise miss and have a 50% chance of avoiding damage the next turn, from a grass basic with DCE compatible attack. Additionally, your opponent won't know if the attack goes through until they've set aside their resources to attack.

This list is consistent and does well....
Pokemon 21
4-3 Accelgor
3-3 Sunflora
3-0-3 Vileplume
2 Tornadus Ex

Trainers 30
4 Juniper
4 Sage
4 N
3 Twins
4 Pokemon Collector
4 Pokemon Communication
4 Rare Candy
3 SAB

Energy 9
5 Grass
4 DCE

You do not need 4-4 Gor.. 4-3 is plenty.
Also, you really do not need Gloom. However, 3 Plume are needed for consistency and the increased odds of T2 Plume which is a must.
N is VERY NEEDED in this list....do not listen to them. You will be behind most of the Early Game and limiting their resources is very needed. It forces them to bring Smeargle's up giving oyu a chance to lock them if they do not retreat, or force them to discard an energy if SAB is not down.
Do not run PONT. This is a bad choice as it allows your opponent to cycle more.
4 Twins is not needed... Once you have Flora out and running, things will begin to go more easily for you.
Communication works really well early on. These can also be Level Ball (actually preferred by many).
Stay away from Babies! Once they are asleep and do not wake up, Darkrai says Thank You and spreads like crazy. Go for Tanks and Big TEx is the one I would choose. It works with DCE and SAB and also helps against most matchups. Just remember not to bring him up against Zeels. If that is the BDIF in your area, go with a Raikou TEx split.
I call it Grass Hopper!! GL

So I went 4-1 in the swiss, getting in to top cut for a final place of fourth of twenty two. My first top cut, so i'm pretty happy with that.

The main problems I had with it was having to try to get them get KO'ed coming out of their turn and having to waste a Deck and Cover to just finish them off going in, because they were going to be able to counter attack anyways. Twins also was a help usually only the first time I drew it, but with all the EX in the environment it seemed pretty useless afterwards.
And as usual in a trainer lock deck, catching my Oddish ruined my day.
