Dustinmoe:BloodDraek is right, but if you want techs against both of those i would go with

1-1 Electrode for Milotic GE
1-1 Toxicroak MD for Mewtwo Lv.X LA (i mean, 3 for OHKO against Mewtwo is pretty good, and Toxicroak's first attack isn't bad either)

A 1-1 Toxicroak? That is weak to Mewtwo as well, and what do you do when it gets knocked out?
