Wow, if you play Cradily EX and Kabutops(Skyridge), your opponent will have a big problem trying to evolve his or her Pokemon. Maybe I could make a deck with this 2 cards...

It would have to be a 2-2 deck. I'm pretty sure both only work as actives.

In a 2-2 battle, if you get the both of them out as actives, you will definitely increase your chance of winning by a lot.
There are not really a lot of good basics out there except for those Pokemon-ex.
