I've always played it like if you put down a basic, you may evolve to stage 1 and then stage 2 during the same turn. That makes the most sense to me. But if my pokemon is active, I've never switched with a ralts I put down during the same turn, evolve to Kirlia, evolve to Gardevoir, and then Level Up. I don't know how it works for Lv. X Pokemon.
