Best method to outspeed similar Pokemon

Specific question with generic application:

I want to outspeed my opponents Hitmontop with my Hitmontop so I can fake out their Hitmontop. What is the best way to do this? I can make it Jolly as most are Adamant, or I can invest mor IV's in speed. Not sure which option is best. I don't think making it Jolly and doing 252 EV's in speed is wise as I don't need that much more speed, I just need to win the fake out battle T1. And, I would still like to maximize my attack potential and probably do a full EV investment into HP.

Maybe going adamant and just invest a few more EV's into speed?

Natures are a 10% change, so switching that from Attack to Speed is going to make a difference in your damage output. However, most sets I've seen run almost no Speed EVs, opting for HP or Defense. If you want to win the speed tie without compromising Attack, I'd shift a few from your HP.

However, something to consider is that Hitmontop has the same Base Speed as Politoed, Ludicolo, and Metagross. If you run max speed, then you'll at worst tie them (without Priority). Might be useful.

I'm not too worried about outspeeding Metagross, Politoed, or Ludicolo. I'm only trying to win the fake out war. And, those others are pretty hard to outspeed. Metagross and Politoed are sometimes maxed speed and scarfed, not something I'm wanting to compete against for speed. Ludicolo has swiftswim, again a speed battle I'll lose. I'm mostly looking to use Hitmontop as a priority users with Fake Out, Helping Hand, and either wide guard/quick guard, maybe both, not sure on the fourth move as it has so many good ones, but potentially mach punch or close combat, hence the reason for trying to keep my attack high...and Detect is an option as well. Though, I really like him as a defensive supporter, but its dead with no ability to attack.
 
If you have perfect speed IVs, then you just need to throw 4 EVs into Speed, and you're guaranteed to out-speed the standard Hitmontop set, if the standard Hitmontop set is to max out HP and Defense.

Nonstandard Hitmontop sets, OTOH, require different EV spreads...
 
Mostly just looking to outspeed standard Hitmontop. What would be more common nonstandard? I don't mind doing a few more than 4 EV's in speed.
 
If I REALLY want to outspeed other Pokemon on the same speed tier, I put in 8 or 12 EVs, just to be sure. At level 50, you need to use at least 8, and 16 is the safer number.

Check the IVs on your hitmontop (you should be anyway). If the IV is 31, put 16 EVs into Speed; for every 2 points lower than 31 the IV is, put 8 more EVs in. So, if you have a 24 Speed IV, you will want to put in 48 Speed EVs.

The numbers stack up pretty quick, but it'll all but guarantee you outspeed your opposition (it will put you two points ahead of your enemy, where most people might just put in 8 to be one point ahead).
 
Trying to play the speed creep game is definitely annoying, as you never know if your opponent will be trying to counter your own attempts as well. Not to mention it's all in vain if they're just going to max their Hitmontop's speed instead of HP.

In general, I'd try to go for at least 2 points over the min just in case for the above reason assuming standard defensive hitmontops, but really after that you're pretty much on your own, as you have to weigh the benefits of Speed then over more HP or Atk over; lose too much of the latter and you could miss out on crucial OHKO targets or survivability ranges against other Pokemon.

Thanks man, that's exactly what I was looking for. I was actually thinking about going about 8, but I do like 16 better.

I'm more worried about meta-wide type stuff. I don't want to outspeed everything, I just want a jump to outspeed their fakeout to try and fire off a strong attack T1. According to the GL, Adamant and Careful account for 93% of Hitmontops and their move sets are all centered around priority moves and Close Combat. I think putting 16 EV's in speed should be ok...
