Black and White RNG

So I'm familiar with the RNG for the previous games and I've read that the BW rng has been cracked at least for hatching eggs, does anyone know if it's been cracked for the English Carts? If so a link to a guide would be really awesome. My main goal is to get desired IV's for my hatched eggs. I apologize if this topic is inappropriate.

Thanks for all the help, I just wanted to double check if anyone's used the standard guide for the rng(BW w/ C-gear on) when my delay timers(zomg) first timer end what should I/the game be doing?
