Will B&W be legal for regionals? The set comes out April 25th but the theme decks come out 3 weeks early on April 6th. So my guess would be no since we're technically not allowed to use cards in till their official set release day but the theme decks coming out early are what's throwing me off. Opinions?

Here is the official answer posted on pokemon.com Regional FAQ page

Please note that:

Black Star Promo’s BW01, BW02, and BW03
All cards in the Black and White Preview Pack found inside the Pokémon TCG: Sneak-Peak Tin
And any cards found in the BW Pre Constructed decks
will not be considered legal in the Modified format until the Black and White set has been released. (April 25th in the US)

The new black & white rules will not go into effect until the set is released on April 25th. So pluspower will be played the old way at regionals.

Do you have an official source saying the BW rules are coming into effect? Does this include the changes to what can be played T1?

I would hazard the guess that since he is on the Rules Team, he is probably aware of when the new rules will be coming out.

I would also guess that there is nothing official that he can say until TPCi releases it to everyone.
