I have some intuition about how Togekiss' Bright Veil should work, but a literal reading of the ability has some gray areas I believe.

I'm pretty sure it would stop: Pokemon Catcher, Escape Rope, Crushing/Enhanced Hammer, Tool Scrapper, Hypnotoxic Laser.

I'm not sure about Pluspower, because maybe that's an effect on the attacking pokemon.

I'm also unsure about tools. I'm thinking Togekiss probably does nothing against tools since they never have an effect when they are played from hand. But if you wanted to read the ability in one perspective, you could argue that any tool played while Togekiss was active could never affect you. One could also argue that if Togekiss is active, the act of attaching a tool to Garbador should not affect your Pokemon's abilities.

You are correct that PlusPower places an effect on the attacking Pokemon, so Bright Veil would not stop that.

If the tool is placing an effect on the opponent's Pokemon, Bright Veil would not stop that.
If you have a question about a specific Tool and a specific effect, you'd need to ask that specific question.
You are stretching it too far in the case of Garbador.
Playing the Tool has no specific effect on Garbador, in and of itself. Take Eviolite, for example. That can be played on Garbador and it will have zero effect on Garbador.
Garbador's Ability, however, has major effects that has the placement of a Tool card as a requirement.
It is the Ability that is shutting down other Abilities, not the Tool card.
