Most likely a raffle.

I'm guessing that this raffle hasn't happened yet.

Will it happen when the prize packs come in, so that you can just select the winners and ship the stuff within a day or so? (given that the HGSS packs aren't out yet.)

Though looking at the prizes here, there's no HGSS stuff, so it's possible to send the stuff out once the winners are chosen, unless you want to wait so everything is shipped in one box.
