Crystal Laser

If Deoxys d (normal) attacks with crystal laser and is knocked out, and I bring a new Deoxys d out, will it get the extra 40? Most attacks of that nature say your active pokemon are affected, but this says 'all of Deoxys's attacks do an extra 40' Do the restrictions change or is it merely self-referencing?
PS Please answer promptly, its kinda important...

If it's Knocked Out...the effect was on that Deoxys.

If it is switched out, using the Form Change Poke-Power, the effect would stay, as per the text of Form Change.
