Devolution damage?

I know about certain old Trainer cards that allow Devolution (Base, Team R) of your own Pokemon, for one reason, to remove Special Conditions. Several mention that 'all effects of an attack' are thereby removed from the Pokemon that's left in play - Does this mean that you can take off the top evolution card that had taken 70damage leaving, let's say, a stage 1 Pokemon behind with no damage counters on it?

Also, does anybody know of any Diamond & Pearl cards, or Pokepowers, for use at tournaments that are equivalent to Devolution spray. I know about TS2, but this devolves the opponent, not your own Pokemon.
 
ok the damage sticks. Effects of attacks that you are talking about are the Status conditions, and effects such Smoke screen and the like. On another topic the DevoSpay of old is now found on the Org 3 Eevee Evolutions, combine with broke time spays for alot of fun
 
Shame about the damage staying on. It would have been a cool way to wipe off some big attacks without having to load one's deck up with Potions.
