Robert's Advice

Attach the Evolution card to that Pokémon (this counts as evolving that Pokémon), then attach the Technical Machine card to that Pokémon. Flip another coin. If the second coin is tails, you can't play any more Trainer cards during this turn.

Tyson's Pokémon Boot
Trainer Card (Pokémon Tool)

Attach Tyson's Pokémon Boot to 1 of your Pokémon with Tyson in its name that doesn't already have a Pokémon Tool attached to it. If that Pokémon is Knocked Out, discard this card.

If an effect would allow the Pokémon Tyson's Pokémon Boot is attached to to pay less to retreat, that Pokémon pays an additional {C} less to retreat.
This card comboes well with Haste counters, suddenly making for a two-fewer retreat.

This makes playing Stage 2 Pokémon-ex without levels a bit more difficult, since 125 would result in two damage counters. This formula was actually invented so that Infernape ex δ (level 120) and Empoleon ex δ (level 105) from EX: Delta Generations weren't the only ones to take exactly two damage counters.
