Fin Luster pull Basic Lvl Xs?

I was curious if I use Lumineon's Fin Luster Poke-POWER and my opponent has a Basic LvL X such as Darkrai Lvl X or one if the new SP Lvl Xs in their hand does it come to the bench and then to the active spot circumventing the level up rules?

The LvL X in this case are considered basics or not?

I ask because of this ruling.

Q. If I level up a Basic Pokemon, is it still considered a Basic Pokemon?
A. Yes, the Lv.X Pokemon has the same evolutionary stage as the card beneath it. (Jul 10, 2008 PUI Rules Team)

That is when it is in play and on a Pokemon that was already in play.

In your example, what stage is the "card beneath it"?
It's not a Basic while in the hand. There, it is a Level Up card.
And Fin Luster is not looking for Level Up cards.
