Try and paralyze using GB Articuno's Pokemon Power when you play it down, which is based on a coin flip. Attack with Lapras early game and use Water Gun, use Confuse Ray as soon as possible. Attack with Fossil Articuno mainly after setting up Blastoise and using its Raindance Pokemon Power to power it up. Use Energy Removal and Super Energy Removal when paralysis does not work. Gyarados is not bad either for mid to late game. This list still has some tweaking to go through.
 
I think it's far too slow. I'd just use Blastoise and Dewgong, and load up on quick draw/distruptive trainers. More traders and breeders are needed to get Blastoise set up turn two.

id lower the e. removals and go more super energy removal. one for one hurts in a bnd. especially the computers decks. just my opinion

Wouldn't Computer Search be limited based on the "most recent printing" rule? If that's the case then Comp Search would only be limited to 1 in the deck seeing as how the most recent printing is a Ace Spec and you can only have one Ace Spec per deck.

Yes, because a game boy color game is entirely aware of modern rules and formats.
 
I forgot that the GB Color game had Super Energy Retrieval built in as a promo. Use 1 Super Energy Retrieval instead of the 1 Energy Retrieval in the list I gave above.

From this list:

-1 Energy Removal (already had 4 and does not help you draw cards)
-1 Item Finder (already had 4, needed to make room for more important trainers)
-1 Gust of Wind (already had 4, can net you a prize card, but not in all situations)
+1 Energy Retrieval (Because if I had to Item Finder a Super Energy Retrieval, I would have to discard 4 cards! Helps increase hand size before you have to discard)
+1 Switch (Blastoise has 3 retreat)
+1 Pokemon Trader (Gets Blastoise out faster)

I am thinking about adding another Pluspower. Seems to be working better.

Gyarados is generally more efficient than Dewgong; the Pokemon Trader and added Breeders will help me get that T2 Blastoise.

If this were the original deck, then yes. If it is Psychup's deck I wouldn't want to do that.
