Gengar's Lv.x Level-Down (Poké-power)

Hello!
My questions about Gengar Lv.x card are:

1. When i use Gengar's Lv.x Level down poké-power on, for example, my opponent's Flygon Lv.x: both, flygon and flygon Lv.x must be shuffled in the deck, or only the Level up card?

2. The same question, but what happens if this time the Lv.x pokémon affected with level down's poképower is a basic Lv.x pokémon (AMU, SP, etc)

The wording on Level-Down is very specific, the opponent takes the level up card and shuffles it into their deck. Only the Lv X card goes, not the card under it. The result in both of your questions is the same, only the Lv X card goes back into the deck.
