Giving away HL boosters as prizes forbidden?

Is it forbidden to give away boosters HL on an event (not a prerelease sealed deck) as prizes.

I thought you were not allowed to sell them, but giving away forbidden???

Not sure where you got that idea at. At the prereleases we run side events and use Hidden Legends as the prizes.

I dont see why it is forbidden, I gave out HL in Idaho and will in Utah as door prizes.
