Here is my team so far:

Rotom - W (levitate)
252 Speed and 252 Sp Attack (nature= -defense + speed)

Shadow ball
Hydro pump
Thunderbolt
Substitute

Scizor. (Technician)
252 Speed and 252 Attack (nature = - Special Attack + Attack)

Wing Attack
Bullet Punch
X-Scissor
Protect

Tornadus (prankster)
252 speed and 252 attack (adament Nature)

Protect
Tailwind
Acrobatics
Brick Break

Metagross (clear body)
252 HP and 252 attack (nature = - speed or sp attack + attack) forgot

Protect
Earthquake
Bullet Punch
Meteor Mash

I have two spots left so I need help filling those two spots?

Also what Items should each have?

Any suggestions on a better moveset for the first 4?

I just need help!

Update: Would an Impish Whimsicott with Prankster fit well?

Is this VGC or Singles? It looks a little like VGC so my help is a little limited but here's what I know.

Item suggestions: Choice Scarf (change sub into trick), Leftovers

Why not run Timid (-attack +speed)? You aren't using any physical attacks. Volt Switch is good, even alongside Thunderbolt. Also, Rotom doesn't get STAB on Shadow Ball. It's by no means a bad move, but STAB Hydro Pump and Thunderbolt already provide such amazing coverage. Hidden Power is usually preferred - grass, ice, or fire - but that is getting into Singles so I won't say much more.

X-Scissor

Item suggestions: Life Orb, Occa Berry, Leftovers

Bug Bite does more damage than X-Scissor thanks to Technician. Wing Attack doesn't really provide any useful coverage, though it's kind of fun because of Tech.

Item suggestions: Flying Gem

I would rather run Jolly on Tornadus. Its speed is its greatest asset; use it to your advantage.

Meteor Mash

Item Suggestions: Occa Berry, Shuca Berry, Air Balloon (?), Life Orb, Leftovers

This set seems pretty decent other than that.
 
1st extra slot - Latios/Hydregion/Garchomp
2nd extra slot - Cresselia/Zapdos/Heatran

Just some thoughts here.

Trick with Choice scarf/specs is amazing. Trick should replace substitute.

Bug bite>X-scissor. And Superpower is better than wing attack.

Flying Gem is obvious here if you must run Acrobatics.
I know that Acrobatics is an amazing attack, but you could consider going Sp.Atk. Tornadus has a much better Special move pool. Dark pulse, Hidden power, Air slash/hurricane are all nice special moves it gets.

No matter what you do, drop the Brick break.

Earthquake
Bullet Punch
Meteor Mash
Occa berry, Choice band, or Type-gem.
Thunderpunch & Ice Punch are some nice options, Possibly over earthquake.
If you have accuracy issues with Meteon Mash, Iron Head is a great alternative.

Oh yes I will own both.... So I can learn Bug Bite for Scizor in B/W 2? And Ice punch etc. for Metagross?

Yep! Bug bite is 2 red shards and ice punch is 10 red shards in Driftveil city in Black/White 2.
You will also be able to catch Cresselia as well as many others.

Cressy is always a nice addition to any team. I use a few of them myself. They are really good at what they do.
