Ho-oh

I have a couple of questions regarding Ho-oh.

1. Does it really have 2 MP, or is it a typo? I haven't seen the European one so I don't know if that one also says 2 MP, but it just seems unreasonable to me that one of the big legendary hard-hitters has 2 MP while the others all have 1.

2. The exact text of its Tornado Spin attack is:
"Ho-Oh and all surrounding Pokemon return to the Bench and have Wait (except Ho-oh)."
This is a tad confusing... does it mean they all (including Ho-oh) go to the bench, but Ho-oh doesn't have wait? Or what?

1. It has 2 MP. (Honest and for true!)
2. Ho-Oh and each Pokemon in the spaces next to Ho-Oh, go back to the Bench.
2a. Ho-Oh does not have Wait. The other Pokemon that Tornado Spin sent to their respective Benches, have Wait.
