Well, the promo came in the B&W Victini promo box, so perhaps there was a code in there for it?

There is also a Zorarak box as well (comes with a promo Zorarak & a huge version of it).
In fact they are trying to get rid of them at Walmart for like $10.
It does come with a code card which unlocked Zorarak.

Not sure if it's the one you are looking for.

I've owned three of these at one point and own one now. I got them from trading on the old flash version. I'm gonna assume they came from foreign booster codes.
