I know nothing about competitive ds play and am wondering if my Gengar, who I raised from lv 16 myself, would be able to hold his own.

Gengar lv 100
Item: leftovers
Ability: levitate
Hp: 260
Atk: 194
Def: 145
Sp. Atk: 315
Sp. Def: 169
Speed: 263
Moves:
Psychic 16pp
Dark pulse 15pp
Thunderbolt 15pp
Shadow ball 24pp

A lot of this info probably doesn't matter but again, I know nothing.
 
1. Speed is Abysmal. Sorry, but I want to be honest here.

2. DPulse/Shadow Ball is redundant, they are about the same.

3. Psychic hits next to nothing really hard...

4. Focus Blast is a great move for Gar to hit Tar (USE.ENGLISH.ULTI)

5. Explosion is also nice, but you may want to run a Sub + 3 attacks set.
 
The speed is what really hurts you. Knowing its nature would kind of help, but generally, you raise these things from level 1 with competition in mind (EV training and IV breeding) to make sure that their stats are as high as they could be. Gengar should be much closer to 300 speed if not way above that iirc.
 
That means gengar has higher attack (Which he doesn't use), and lower defence, making him even more frail, timid or modest are the best natures for gengar.
