Yes, Virginia, there is a Santa Clause (oops, sorry, wrong movie)! I have been there, and caught the Latios (I'm playing Ruby) with a timer ball in the end. Only took about 6 or 7 sessions.
You can get the Eon ticket by mixing records with someone else who has it (somebody correct me if I'm wrong on that), or by trading for it from someone on this board wo is known to have bunches of them

Yeah you have to use the EON ticket to get there. It does exist! i've been there!
