Uggh...15-30-15 mix = supporter of Trainermon. Bad thing. Here's a rule of thumb: NEVER play more than 24 Trainers in a deck. Here's my fix, for a more appropriate 17-23-20 deck:

-1 Professor Elm
-4 Gold Berry
-2 Scoop Up
-2 Super Scoop Up
-3 Double Gust
-1 Focus Band

+1 Eevee
+1 Houndour
+1 Copycat
+1 Moo-Moo Milk
+3 Energy Stadium
+1 Town Volunteers
+2 Rainbow Energy
+3 Lightning Energy

30 Trainers does seem too much.

-3 moo moo milk(you have gold berry and 2 kinds of pick ups, dont need more healing.)
-2 elm(slows your deck down and is shaman bait)
-2 recycle energy(nothing really to use recycle with.)

+1 Eevee
+1 Hourdour
+1 Electabuzz
+2 Lightning Energy
+1 Super Scoop Up
+1 Power Charge or Energy Charge, they do the EXACT same thing.

I don't quite agree with Carrington. Energy Stadium is bad.

Personally, I think a 15-30-15 mix like yours is a very good construction (I sometimes even go so far as to go 14-32-14). I would change the Moo-Moo Milks to Switches, but that's the only change I would make.
