Ludicolo Promo

Does anyone know how to get it? I see it all over ebay, but I would rather get it myself.

You need to go to a hobby store/card shop and purchase a Pokemon EX Value Pkg. This pkg has three boosters and the Ludiculo promo card.... Retail cost is $9.99.... I have seen on one internet site at $6.99..
