Luminous Energy and Alloyed Hammer

If Tinkaton (PAR 085) has only a single Luminous Energy attached to it, does the Luminous Energy count as both Psychic and Metal simultaneously and allow Alloyed Hammer to do the extra damage?

Yes. While is only provides one unit of Energy (to pay the attack cost), it provides all Types, all the time (while activated).
So it would pay the one unit of {P} Energy for the attack cost, and also when {M} Energy is looked for by the attack, it would see it and give the bonus damage.
