Magmortar/Togekiss deck. Help me, I started playing yesterday!

I recently started playing pokemon, and have I made this deck: (my brother won't let me borrow his decks)

Is it any good? Is it a bad list? Is it good enough to play in a tournament? Any advice?

1 Team Galactic's Wager (my brother told me to add this)
3 Windstorm (my brother told me to add this)
3 PlusPower
2 Night Maintenance (my brother told me to add this)
4 Rare Candy

Hope you start with Pachirisu and a Bebe's or Claydol to get your setup.
Use Togekiss to get many energies on your Magmortars and do lots of damage.

take out like 2 fire energy and add DRE or SRAMBLE eng, and make room for super scoop up. i like your idea tho

You can only get basic energy with Togekiss' power, so I only play basic fire. I want to get as many fire energies as i can on one power.
