Magmortar-Togekiss. Help please

Here's the contents of my cousin's deck. I can't figure out how to make it work any more consistently. I tried a few play-throughs and it does not setup very quickly at all. My half-rogue deck is almost consistently setup by T3, and she's lucky if she has anything by T5.

Here goes:

Pokemon: 21 (11 Basic, 7 Stage1, 3 Stage2, 0 LVX)
4x Magmar
4x Magmortar
3x Togepi
1x Togetic
3x Togekiss
2x Baltoy
2x Claydol
2x Pachirisu

Trainers: 20 (6 Supporter, 3 Tool, 3 Stadium, 0 TM, 8 Other)

4x Bebe's
2x Cynthia's
3x Rare Candy
2x Night Maintenance
3x Switch
3x Bubble Coat
3x Stark Mountain

Energy: 19 (19 Basic, 0 Special)

19x Fire

Strategy is simple. Setup Magmortar as quickly as possible by dropping a Togekiss and attaching all the energies to Mag.
Bubble Coat is there to protect from Kingdra.


I think this deck needs Rosanne's.... Badly. But I don't know what to take out for it.

I'd also love to get rid of the Pachi's for a better starter (maybe Chatot?) with Call energy for some startup help.

check out my boiling eggs list it's a few rows under it it's basically the ame but a advanced list it's called boiling eggs

+2 Warp point

That's all I can think of, try to get more warps in though. Also the Lv. X is killer, you should try it.
