As a playable specimen, I give this a worse-than-failing grade. Neither 32 nor 34 are regulation amounts of damage, and why use Appalachian State when Being Overrated costs just 1 {W} and does only 2 less damage?

Of course, this is a joke card, and in that department, I give it a B+. You might have wanted to portray the Mudkip in a game picture of the game against Appalachian State, but other than that, nice joke.
