Official Rules Location?

I see how you guys occasionally do a Compendium Update and such, but where would I be able to find a list of all official rulings and their reasons for working as such?

See the Pokedex in the banner up at the top of the page?
Hover your cursor over that. See that now it says "Rulings"?

Click on it.
Click on "Download" in the navigation box in the upper left.
You can access the original Compendium and Compendium EX from there.

Note that the Compendium Lv.X will be released any day now, so these directions are going to change, but should be easier to find things.
