Unfortunately no, the EV reducing Berries of Gen4 are not in the game. We will have to wait for the Dream World for that.

Actually the EV Reducing Berries of Gen 4 returned in Black 2 and White 2 where you don't need to get them in the Dream World anymore. On Route 5 to the West of Nimbasa City there's a female Pokemon Breeder who will give you a set of 5 EV Reducing Berries but you can only obtain 5 of them per day so If you want more you'll have to wait the next day for them. It's just like with the Berry Master from Gen 4 except you're getting 5 EV Reducing Berries instead of just 1 every time you soft-reset your game to get the specific EV Reducing Berries you want.

Unfortunately unless you're playing Black 2, the female Pokemon Breeder will offer you 5 of any EV Reducing Berry except for Tamato so If you're playing White 2 and you want Tamato Berries you will probably need to trade with somebody who has them or setup some Floral Shops in the new Join Avenue feature in the Black 2 and White 2 versions to obtain them. I'm sure you guys know how soft-reseting works right? Save the game before you get whatever you need and If you don't get what you want then shut off the DS and turn it back on to get what you want however don't save the game after you get it. I also use this method to help get specific Natures and IV's on Legendary Pokemon in the game.

Two things.

1. If you got the Victini event and haven't caught it, Victini is the best way to EV train for HP. It gives 3 EVs every time, before any boosts, and after you kill it you just have to exit the room in order for it to come back.

2. Can this thread be moved to the Video Game section?
