Question about challenges being canceled on the spot?

I attended a a League Challenge this past weekend that had a less than spectacular turnout, but met the minimum requirements for it to be ran. The TO refused to run it as it did not meet the "Store's requirement" for a tournament to run. Me and my group had traveled a good bit to this league challenge to have it canceled on the spot with enough players. Can a store actually set a higher requirement for a challenge than what Pokemon requires and not run it if not met?

I guess a store could do that.
The TO would have to cancel the event due to "not enough players"
Hopefully the players will contact Customer Service to tell what really happened.

I guess so.
There can be consequences to future turn out as well, I suppose.
