Question on 2 on 2 battle

Everyone in my area plays 2 on 2 battle, where you have two active Pokemon. My question is, in two on two battle how many of the active Pokemon get to attack each turn? Just one of them? Both of them?

Currently everyone allows both Pokemon to attack each turn.

The rulebook states that you attack with only one Pokemon (and you choose which defending Pokemon you are attacking).

2 on 2 is essentially the same as when you play a "regular" game, except for you have no more than 4 on your bench and you must have two active Pokemon in your Active position before you can have any on your bench.
